The first Winter Session of the Bodoland Territorial Council (BTC) began on Sunday under the chairmanship of Speaker Tridip Daimari and wrapped up its opening day with several important discussions and resolutions. The session started with the Question Hour, where the Council took up a range of issues placed by members.
During the Question Hour, seven questions were taken up and answered on the floor of the House. One of the key questions came from UPPL member Daobaisa Boro, who sought an update on the implementation of the BTR Accord. The House recorded the question and the response as part of its official proceedings.
Soon after the questions were completed, the House moved to the oath-taking ceremony for six newly nominated members of the Council. They were administered the oath of secrecy as required under Council procedures.
In a significant development during the day, Bijit Gaurang Narzary was elected unanimously as the Deputy Speaker of the BTC. His election received support from all sides of the House, marking a smooth and consensus-driven choice for the post.
Later in the session, BTC Executive Member Derhasat Basumatary gave a detailed briefing on financial matters. He informed the House that the Assam government has sanctioned a supplementary budget grant of Rs 250 crore. The fund will be used to meet expenses for the remaining period of the 2024–25 financial year. He also said that the long-pending salaries of fixed-pay employees of the BTC, which have been due for 30 months, will now be released. According to him, the Council will pay these salaries from its own revenue sources.
The House also discussed the recent incident of an attack on the BTC House. Speaker Tridip Daimari moved a resolution condemning the incident, and the members passed the resolution without objection. The Speaker said the attack was an assault on democratic values and needed to be condemned collectively.
During the discussion, UPPL’s elected member Daobaisa Boro clarified in the House that his party had no involvement in the incident. He said the UPPL stands committed to maintaining peace and respecting democratic institutions.
The Winter Session will continue with more discussions over the next sittings, and the Council is expected to take up additional issues related to administration, development, and public welfare in the BTR region.
