The Kuki Students’ Organisation (KSO) General Headquarters has appealed to the Governor of Manipur to take immediate action for the reinstatement of two Zonal Education Officers (ZEOs) — Jangkhohao Haokip, MES-III, in-charge of ZEO Churachandpur, and Lhingtinneng Singsit, MES-III, in-charge of ZEO Kangpokpi — in strict compliance with the Manipur High Court’s orders dated May 19 and 20, 2025.

In a detailed representation signed by Dr. Seiboi Touthang, General Secretary, and T. Haokip, Education Secretary of KSO, the organisation raised serious concern over what it termed as a “grave administrative impropriety and disregard for the rule of law.” The KSO stated that although the High Court had already revoked the suspension orders issued on January 12, 2024, the concerned authorities have not yet implemented the court’s clear directive for reinstatement.

The organisation pointed out that the High Court had quashed the suspension orders and directed the reinstatement of the two officers, effective from the expiry of 90 days from the suspension date, as per service regulations. “The continued non-compliance with the Court’s order not only undermines the sanctity of judicial authority but also erodes public trust in administrative governance,” the KSO said in its statement.

Through its representation, the student body urged the Governor’s office to ensure immediate posting orders for both officers so they can resume their duties in Churachandpur and Kangpokpi without further delay. The KSO highlighted that the delay in implementing the High Court’s order is creating unnecessary administrative uncertainty and affecting the functioning of educational institutions in both districts.

The organisation stressed that the issue was not just about the reinstatement of two individuals but also about upholding the integrity of the judiciary and maintaining disciplinary standards within the government system. It further noted that the officers in question had already served the suspension period as specified by law, making the continuation of their suspension unjustified and against the principles of fair administration.

Reiterating its stand on justice and transparency, the KSO said that prompt compliance with the High Court’s directive would “re-establish administrative discipline and reaffirm the rule of law — the cornerstone of a just and efficient system of governance.”

The student organisation expressed disappointment that despite the court’s clear ruling, the education department has not acted upon the order for nearly six months. “Such disregard for judicial directions reflects poorly on the administrative machinery and sets a wrong precedent,” it said.

According to the KSO, the failure to reinstate the two ZEOs has also led to disruptions in coordination within the education sector in both Churachandpur and Kangpokpi districts. The absence of officially reinstated officers has created confusion over decision-making responsibilities, affecting teachers and staff in government schools.
