Chief Election Commissioner (CEC) Gyanesh Kumar on Monday said that the revision of electoral rolls in Assam will be announced separately as the state has certain unique provisions under India’s Citizenship Act.
Speaking to reporters after a review meeting, Kumar explained that the Special Intensive Revision (SIR) of electoral rolls under Phase 2 will begin from October 28 in 12 States and Union Territories, including West Bengal, Tamil Nadu, Uttar Pradesh, Gujarat, Kerala, Madhya Pradesh, Rajasthan, Goa, Chhattisgarh, Andaman and Nicobar Islands, Puducherry, and Lakshadweep.
He said that the Election Commission decided to keep Assam out of this phase due to its ongoing process related to the verification of citizenship, which is being carried out under the supervision of the Supreme Court. Kumar stated, “Under India’s Citizenship Act, there are separate provisions for Assam. The process of checking citizenship is about to be completed. Therefore, separate orders for revision of electoral rolls will be issued for Assam.”
The CEC added that the voter lists in all the 12 States and UTs where the Special Intensive Revision will begin will be frozen at midnight. From that point onward, Booth Level Officers (BLOs) will distribute Unique Enumeration Forms to voters. These forms will already have pre-filled information taken from the existing voter list.
Explaining the process, Kumar said that once BLOs begin distributing the forms, people can check whether their names appeared in the 2003 voter list. If a voter or their parents’ names are already listed, they will not be required to submit any additional documents for verification.
He further mentioned that voter lists from 2002 to 2004 will be made available to the public online on the Election Commission’s website — voters.eci.gov.in
. Citizens will be able to check their details and confirm if they are already registered.
Assam’s case, however, continues to remain distinct due to the long-standing issue of citizenship verification and the National Register of Citizens (NRC) process that has been under judicial scrutiny for years. Once the ongoing process is finalized, the Election Commission is expected to announce a separate schedule for Assam’s voter list revision.
