In a major step to stop the spread of extremist ideas, the Assam Government has banned all radical and jihadi publications that are linked to banned organisations. The order covers printed books, pamphlets, magazines, as well as online material shared through websites, social media, and encrypted digital channels. The state government said the move is needed to protect public safety and prevent young people from being influenced by violent ideology.

The notification was issued after a detailed report from the Assistant Inspector General of Police (Law & Order). The Judicial Department also examined the issue. Intelligence inputs collected by Assam Police and the Special Task Force (STF) showed that extremist literature was still being circulated in different formats. Officials said these materials are linked to groups like Jamaat-ul-Mujahideen Bangladesh (JMB), Ansarullah Bangla Team (ABT), Ansar-Al-Islam or pro-AQIS, and other similar banned outfits.

According to the government, these publications promote violent jihad and encourage radicalisation. They also give ideological instructions and guidance for recruitment. Authorities said the content is dangerous because it can incite violence and threaten the country’s internal security and sovereignty. The state government noted that even digital platforms were being used to quietly circulate these materials.

Under the new order, the printing, publishing, sale, sharing, circulation, possession, and storage of such content is banned with immediate effect. The order applies to both physical and digital forms. This includes websites, social media pages, private messaging groups, and any online channels that may promote extremist ideas.

The government has used powers under Section 98 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. This section allows the state to seize and forfeit material that can create enmity between groups or harm national unity. Action may also be taken under Sections 196 and 197 of BNSS and Section 67 of the Information Technology Act, 2000 for any violation of the order.

All law enforcement agencies including Assam Police, Special Branch, CID, Cyber Crime Units, and District Superintendents of Police have been directed to strictly enforce the ban. Officials have been asked to monitor both offline and online spaces closely and take legal action against anyone found violating the notification.

The Assam Government said the decision aims to stop the spread of extremist narratives and ensure that such content does not reach vulnerable groups. The authorities stressed that maintaining peace and protecting citizens from radical influences remains a top priority.
