The Assam Legislative Assembly’s Winter Session is set to begin today, bringing lawmakers back to the House for five working days filled with major policy discussions and the introduction of several new bills.

The session will start with Obituary References, followed by the Question Hour. The Speaker of the Assembly will then announce the Report of the Business Advisory Committee, which will set the agenda for the session. Members of the panel of Chairpersons under Rule 9(1) of the Rules of Procedure and Conduct of Business will also be formally named.

This session will see the introduction of around 27 government bills, including some significant pieces of legislation. Among them are a bill to ban polygamy and another to establish a Karbi Welfare Autonomous Council for Karbi people living outside the Karbi Anglong Autonomous Council (KAAC) area. Reports of the Tiwari Commission and Mehta Commission, relating to violent incidents that occurred in Assam in 1983, are also scheduled to be tabled.

Opposition parties are expected to raise questions and challenge the government on a range of issues. These include the ongoing investigation into the death of popular singer Zubeen Garg, the Special Revision of electoral rolls, the proposal to grant Scheduled Tribe (ST) status to six communities, findings of the Tiwari Commission, eviction matters, and rising prices across the state. Notably, the commission probing Zubeen Garg’s death has extended the deadline for statements until December 12.

The first day of the Winter Session will also include the laying of ordinances, presentation of committee reports, motions for election of members to various government committees and boards, and the presentation of Supplementary Demands for Grants and Supplementary Appropriation for 2025-26. The government will also introduce several bills on this day.

On November 26, the proceedings will begin with Question Hour, followed by government business, discussion, and voting on the Supplementary Demands for Grants and Supplementary Appropriation for 2025-26. The Assam Appropriation Bill, 2025, will be introduced, considered, and passed, alongside urgent government business scheduled for November 27.

The agenda for November 28 includes Question Hour, Private Members’ Business, and urgent government matters. On the final day, November 29, proceedings will start with Question Hour, followed by consideration and passing of government bills and other official business.
