The Government of India has formed a three-member Enquiry Committee to examine the ongoing crisis at Tezpur University in Assam. The committee has been constituted under Section 9 of the Tezpur University Act, 1993, and will look into all matters related to the situation on the campus, including allegations made against the Vice-Chancellor. The decision has been approved by the Visitor of the University, who is the President of India.
According to an Office Memorandum issued by the Ministry of Education’s Department of Higher Education on December 31, 2025, the committee will be chaired by Prof. N Lokendra Singh, Vice-Chancellor of Manipur University. The other members are Prof. Jagadish Kumar Patnaik, Vice-Chancellor of Nagaland University, and Prof. Manish R Joshi, Secretary of the University Grants Commission (UGC). The order also allows the committee to co-opt experts if required.
The memorandum states that the Vice-Chancellor of Tezpur University must recuse himself from all official duties and proceed on leave immediately. He will remain on leave until the completion of the enquiry. The directive comes at a time when the university has witnessed unrest, protests, and administrative uncertainty.
The Enquiry Committee has been assigned several key responsibilities. It will conduct a detailed enquiry into the findings and recommendations of an earlier Fact-Finding Committee Report submitted by the Vice-Chancellor’s office. It will also examine the chain of events that led to the present crisis on campus, including resignations and assumption of charges by various university officials. The panel will visit the university, meet stakeholders, and review relevant records and communication. It may also look into any other matter it considers necessary.
The government has asked the committee to submit its report as early as possible, and not later than three months from the date of issuance of the order. The UGC will provide full secretarial support for the enquiry. University authorities have been instructed to cooperate fully and share all documents needed for the investigation.
