The Assam Pradesh Congress Committee (APCC) is preparing to start a large public outreach programme to reconnect with people across the state before the 2026 Assembly elections. The campaign, called “Raijor Padulit Raijor Congress” (People’s Congress at the People’s Doorstep), will begin on December 6 in Dibrugarh. APCC president Gaurav Gogoi, along with senior party leaders, is expected to attend the launch. The party will start the campaign both on the ground and through digital platforms. Campaign duties will be led by Bhupen Bora, while Debabrata Saikia will look after coordination.

A key part of the exercise will be the setting up of Aspiration Boxes across Assam. These boxes will carry slips where people can write their hopes, concerns and suggestions. The Congress says the inputs will help shape its Vision Document and manifesto for the 2026 elections. The task of overseeing this work has been given to Manifesto Committee Chairperson and MP Pradyut Bordoloi.

Speaking about the campaign, Bordoloi said, “In Assam, people from all castes and communities, from Sadiya to Dhubri, from Barak to Brahmaputra, form one Assamese community. Chaulung Sukaphaa united this land, and Srimanta Sankardeva gave us our vision and identity. Congress aims to listen to everyone’s concerns and aspirations, and find ways to fulfill them. Starting December 6 in Dibrugarh, we will engage with people to rebuild Assam free from corruption and fear and prepare a forward-looking manifesto. Through this, we will establish the ‘Raijor Padulit Raijor Congress.’”

At the launch event, different community groups—tea tribe organisations, students, SHG members, and farmers—will submit their aspiration slips. This will mark the formal start of the state-wide collection. Senior party leaders and workers will also place their own slips in the box to show that the process belongs to everyone in the organisation.

After the launch, the party plans to place Aspiration Boxes in public spaces across all districts. These locations include markets, community halls, tea garden labour lines, bus stops, playgrounds, and areas around schools and colleges. APCC leaders say that the idea is to reach as many people as possible and make the process simple and accessible. The campaign will begin from Dibrugarh but will gradually move to all 35 districts. More than 3,000 boxes are expected to be deployed in different phases. The publicity efforts for this outreach programme are being handled by senior Congress leader and MP Rakibul Hussain.

The campaign comes at a time when the party says many problems remain unresolved in the state. Several promises made by the BJP government, which has been in power since 2016, are still unmet. The promise of a “flood-free Assam” remains unfulfilled, with yearly floods continuing to trouble people across districts. Tea garden workers, who were promised a wage of ₹351 per day, still receive ₹250 in 2025. Various communities seeking ST status say their demands have not moved forward. Rural women and SHGs also say that several schemes meant for empowerment have slowed down.

Other major concerns include high maternal mortality, rising gender-based violence, frequent cases of child trafficking, lack of access to healthcare in rural areas, man–animal conflict, and school dropout rates. Many of these issues, the party says, show the depth of social and economic distress in the state.

By gathering people’s views directly from the ground, the APCC hopes to prepare a roadmap that reflects real needs. Party leaders say the campaign is a message of their commitment to address long-standing issues ahead of the 2026 elections. Senior leader Ripun Bora is overseeing election-related planning.

Jitendra Singh, AICC General Secretary and in-charge of the Assam Pradesh Congress Committee, will guide and support the coordination of the campaign. The party says the effort will involve teams at booth, mandal and district levels to ensure that the campaign runs smoothly and reaches people in every corner of the state.
