The Office of the Commissioner of Police, Guwahati, has issued a prohibitory order under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, to ensure the smooth and transparent conduct of the Manipur Public Service Commission (MPSC) Combined Competitive (Main) Examination, 2022. The examination will be held on November 7, 8, and 9 at two centres — the Assam Public Service Commission (APSC) office in Guwahati and the Imphal Centre in Manipur.
According to the official order, a total of 199 candidates are expected to appear for the MPSC examination in Guwahati. The order was issued by Deputy Commissioner of Police (Administration) Imdad Ali, APS, on Wednesday. It restricts the entry of all persons within a 100-metre radius of the APSC examination centre, except for candidates carrying valid admit cards, examination officials, police personnel deployed on duty, and authorised government representatives.
The prohibitory order will be in force during the scheduled examination hours — from 9:00 AM to 12:00 Noon and 1:30 PM to 4:30 PM on November 8 and 9. The purpose of the order, as stated by the police, is to prevent any disturbance, maintain law and order, and ensure that no malpractice takes place during the examination. Officials have said the restriction is a precautionary step to ensure that the recruitment process remains free, fair, and transparent.
The Guwahati Police have noted that in the past, there have been instances of irregularities and interference by outsiders during similar competitive examinations. To prevent such incidents from recurring, the Commissioner of Police has taken this preventive measure well in advance. The order particularly mentions the possibility of using mobile phones, social media platforms, and other digital means for unfair practices, which has become a concern in many recruitment examinations across the country.
Under the new rule, any violation of this order will invite strict action under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023. The law provides penalties for those who attempt to violate or obstruct an order issued by a lawful authority.
