The Government of Assam has officially set up a One-Man Inquiry Commission to investigate the death of the beloved singer Zubeen Garg, who passed away in Singapore on September 19, 2025. The commission will be led by Justice Soumitra Saikia, a sitting judge of the Gauhati High Court, under the provisions of the Commissions of Inquiry Act, 1952.
According to a government notification issued on October 3, 2025 (No. ECF-708361/4), the inquiry aims to find out the complete facts and circumstances that led to Zubeen Garg’s untimely demise. The notification clearly states that the commission has been formed to ensure that every aspect related to the case is examined thoroughly and transparently.
The terms of reference for the inquiry include four key points.
First, the commission will look into all the facts and circumstances surrounding Zubeen’s death.
Second, it will ascertain the exact sequence of events before and after the incident.
Third, it will examine whether there were any lapses, negligence, or acts of omission or commission on the part of any individual, authority, or institution connected with the incident.
Finally, the commission will also probe whether any external factors or foul play contributed to or were linked to Zubeen’s death.
To collect relevant information and evidence, the commission has issued a public notice inviting all individuals who may have knowledge about the matter to submit their statements. Anyone who has information or documents related to the case is requested to provide a duly notarised affidavit between November 3 and November 21, 2025, excluding Sundays. The submissions will be received from 10:30 AM to 4:00 PM at the Office of the One-Man Inquiry Commission, located at the Assam Khadi and Village Industries Board premises, Maniram Dewan Road, Chandmari, Guwahati-781003.
The notice further mentions that people submitting their statements must also include a list of supporting documents along with originals or true copies. If there are other documents not in their possession, they must mention the names and addresses of the persons or authorities from whom such documents can be obtained.
