Congress leader Krishna Das, a prominent Scheduled Caste (SC) woman and Chairperson of the SC Department of the Assam Pradesh Congress Committee, filed a formal complaint against Chief Minister Himanta Biswa Sarma at Geeta Nagar Police Station in Guwahati. The complaint accuses the Chief Minister of making “derogatory, caste-based, and insulting” remarks that allegedly outraged the modesty of SC women and humiliated their mothers during a public rally in Guwahati.
According to the complaint, the incident took place on October 7, 2025, during the official launch of the Orunodoi 3.0 Scheme at the Veterinary College Playground in Khanapara. The event was attended by a large crowd, including beneficiaries, party workers, and media representatives.
In her statement, Krishna Das, who described herself as a Congress worker and an active voice for SC women in Assam, said she felt “deeply hurt and humiliated” by the Chief Minister’s words. She claimed that the remarks questioned the very birth and dignity of Congress workers and their mothers, particularly those belonging to the Scheduled Caste community.
The complaint cites the Chief Minister’s comments, which have been widely shared on social media and news channels. In the video, he was heard saying in Assamese: “Moi maazey maazey Congress’r manuhbilakor sinta koru… je eiuluke makor petor pora jonmo hoesil ne nae?… Jodi kunubai makor petor pora jonmo hoese?… hei makok honman jonuwa tu ketiwao oporadh hobo nuware.”
Translated, the statement means: “I sometimes wonder whether people in the Congress Party are born from their mothers’ wombs. If someone is born from their mother’s womb, showing respect to that mother will never be a crime or a sin.”
Das stated that the comment, though made in a political context, was “deeply insulting to all women,” especially those from marginalized SC communities. She said it “mocked the sacred bond between a mother and child” and reduced motherhood to “a tool of political ridicule.”
In her complaint, she alleged that the statement caused her “mental trauma, sleeplessness, and anxiety,” and that it has created a sense of “fear and humiliation” within her community. She further said the Chief Minister’s words “violated the dignity of Scheduled Caste women” and “disrespected their mothers who have been lifelong supporters of the Congress Party.”
The complaint also mentions that this was not the first instance of such behavior. It refers to earlier remarks made by the Chief Minister in February 2022, when he made controversial comments about Congress leaders Sonia Gandhi and Rahul Gandhi. It also cites incidents from April and May 2025, during election rallies, where he allegedly made comments implying that women had to compromise their dignity to secure government jobs during Congress rule.
According to Krishna Das, these repeated remarks show “a pattern of sexist, casteist, and insulting behavior” from a person in a position of power. She urged the police to treat the case seriously and register a First Information Report (FIR) under various sections of the Bharatiya Nyaya Sanhita (BNS) and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
The complaint specifically refers to BNS Section 79 (outraging the modesty of a woman), Section 196 (promoting enmity between groups), Section 351(2) (criminal intimidation), and Section 3(1)(r) of the SC/ST Act (intentional insult or intimidation to a member of an SC community in a public place).
She also requested that the police seize the video evidence, social media links, and witness statements to support the investigation. Das has called for the immediate arrest of the Chief Minister, claiming that his continued use of “derogatory and caste-based language” has set a “dangerous example” for society.
The Congress leader said that her complaint is not politically motivated but an effort to uphold the dignity of SC women across Assam. “This is not only about me or my mother. It is about every SC woman in Assam who faces daily humiliation. The Chief Minister’s words have crossed all limits of decency,” she stated in her written complaint.
