The Union government has approved disaster mitigation, recovery, and reconstruction projects worth ₹4,645.60 crore. The approval came from a High-Level Committee (HLC) chaired by Union Home and Cooperation Minister Amit Shah, who said the projects reflect Prime Minister Narendra Modi’s vision of building a disaster-resilient India.
The committee also included the Union Finance Minister, the Union Agriculture Minister, and the Vice Chairman of NITI Aayog. Proposals were considered under the National Disaster Mitigation Fund (NDMF), which provides financial support to states for preventive and recovery measures.
For Assam, the committee approved a wetlands restoration and rejuvenation plan worth ₹692.05 crore. The project will focus on enhancing water retention, creating flood storage, and improving resilience to natural disasters while protecting aquatic ecosystems.
The initiative will cover 24 wetlands across nine districts along the Brahmaputra system and will be implemented as a pilot project. Officials said the aim is to build the foundation for a “flood-proof Brahmaputra Valley.” Out of the total project cost, ₹519.04 crore will be provided by the Centre, while ₹173.01 crore will be contributed by the Assam government.
Experts believe that restoring wetlands will help absorb excess rainwater, reduce flood intensity, and revive biodiversity in the long run.
Alongside the wetlands initiative, the committee also cleared the Urban Flood Risk Management Programme (UFRMP) Phase-2 for 11 Indian cities, including Guwahati, with a total budget of ₹2,444.42 crore.
For Guwahati, a dedicated flood mitigation project worth ₹200 crore has been sanctioned. Of this, ₹180 crore will come from the Centre, while the state will provide the remaining share. The plan includes:
Interlinking of water bodies to manage excess rainwater,
Stormwater management systems to prevent waterlogging,
Flood protection walls and erosion control, using both structural and nature-based solutions,
Early warning systems for timely alerts,
Data monitoring and capacity building to improve disaster preparedness.
